Jul 1, 2025 · Elsie Encarnacion has won the Democratic primary race to succeed her boss Deputy Speaker Diana Ayala as the city council member for Council District 08, which represents East Harlem and the South Bronx. Advocates were troubled by the decision to keep the boundary of District 8 split. Guided by a belief in community-centered leadership, Elsie’s work reflects a deep commitment to equity, accountability, and uplifting the voices of District 8 residents. The West Bronx was annexed to New York City in 1874, and the areas east of the Bronx River in 1895. This year, New York City Geographic District # 8 dropped 9 slots in our statewide ranking, and ranks worse than 83.
